Background
Robust Cyber safe Digital Infra is fundamental need to ensure the safety, accessibility, and equitability of Cyberspace for citizens.
Indian digital landscape is one of the world’s largest populations of 148 Crores, 122 Cores telephone subscribers, including 118 Crores wireline, 100 Crores internet users including 99 Crores broadband user, as on August, 2025. And world’s second largest mobile base, world’s largest established 5G network, advancing for 6G, AI, Quantum etc.
In 2022–23, India’s digital economy world’s third largest is valued at about 12 % of National income, contributing $402 Bn. to GDP, expected to reach 20% by 2029. India has world’s largest real time digital payment landscape with Rs 24.03 lakh Crore across 18.39 Bn. Transactions as on March 2025.
Advancements in AI, quantum, block chain, have contributed to a significant rise in internet-connected smart devices and appliances in the last five years, further increasing India’s digital surface.
India’s Cyber ecosystem has multiple agencies (CERT-In, I4C, MeitY, MHA, state LEAs, industry bodies such as DSCI and sector ISACs).
A single, trusted portal for an Indian Cyber Service as a cadre, program and a National Cyber professional community, can centralize training, personnel mobility, recruitment, policy guidance, and intelligence-safe collaboration. Reports and whitepapers on cyber capacity needs support this gap.
Indian Cyber Service Empanelment Portal
Purpose
To establish a unified National Digital platform connecting India’s Cyber professionals, agencies, and Centres of Excellence, enabling secure collaboration, recruitment, and capacity-building across Government, industry, and academia.
Vision
To create a trusted, unified national platform that builds, connects and empowers India’s cyber workforce, enabling secure Digital Governance and resilient National Cyber posture.
Mission
To centralize professional records, training, accreditation and career pathways for India’s cyber practitioners.
To enable secure, role-based information sharing between Cyber stakeholders as a whole including law enforcement, industry and academia.
To accelerate recruitment, deployment and upskilling for National Cyber roles while preserving data privacy and operational security.
Core objectives
1. Registry & Careers: Build a verified registry of cyber professionals and publish career pathways for core Cyber roles.
